That probably is relatively cheap in the grand scheme of things. They probably pay more than that per episode of Eastenders or X Factor, and those don't provide nearly as much schedule-filling-time. Unless you're a really really small broadcaster (i.e Andorra), Eurovision is relatively cheap programming.
