50/50 system - improvement
I would like to present my idea that is connected with the current voting system at the ESC. As we know, this is a combination of both telephone vote and the votes of juries made up of music professionals. Currently, in a case of a draw, the more points a country in the televoting receive, the more points in the 50/50 receive. I would like to change it. Therefore, I suggest using the count-back methode in which the song that received points from both jury and viewers is the winner of a draw. If there is still a tie, the second tie-breaker is to count the number of twelve points to each entry in the tie. Tie-breaks continue with ten points, eight points, and so on until the tie is resolved. Eventually, when these two tie-breakers do not work, a country with bigger amount of points from the televoting is located higher in a rank. Exactly, the same procedure is used in order to determine all draws in the finally results in the 50/50 system.
For instance, I present the results of Holland in the ESC 2009 Final:
* Blue - Jury

50/50 system:
12 points: Norway -> 12 + 8 = 20
10 points: Azerbaijan -> 7 + 6 = 13
8 points: Turkey -> 0 + 12 = 12
7 points: Iceland -> 8 + 4 = 12
6 points: France -> 10 + 2 = 12
5 points: Armenia -> 0 + 10 = 10
4 points: Bosnia & Herzegovina -> 0 + 7 = 7
3 points: United Kingdom -> 4 + 3 = 7
2 points: Germany -> 6 + 0 = 6
1 point: Greece -> 0 + 5 = 5
And now, points with improvement as far tie-breakers are concerned:
12 points: Norway -> 12 + 8 = 20
10 points: Azerbaijan-> 7 + 6 = 13
8 points: France -> 10 + 2 = 12
7 points: Iceland -> 8 + 4 = 12
6 points: Turkey -> 0 + 12 = 12
5 points: Armenia -> 0 + 10 = 10

2 points: Germany -> 6 + 0 = 6
1 point: Greece -> 0 + 5 = 5
