    My understanding is that there is a serious dispute between Azerbaijan and Armenia that has been going on for years. Don't know any more about it.

    A clash between the principles of territorial integrity and self-determination is occurring in the Caucasus, creating the longest interethnic dispute in the former Soviet Union. Armenians of the Nagorno-Karabakh region, part of Azerbaijan since 1923, seek independence. Armenians comprise the majority in Karabakh and have a different culture, religion, and language than Azeris. Azerbaijan seeks to preserve its national integrity. Sharp differences over history, goals, events, casualties, cease-fires, and the roles of outsiders between Armenians and Azeris hinder mediation. The dispute has been characterized by violence, mutual expulsion of rival nationals, charges and countercharges. Armenian and Azerbaijan government control over combatants, at times, was loose. After the December 1991 demise of the Soviet Union and subsequent dispersal of sophisticated Soviet weaponry, the conflict worsened. Thousands of deaths and 1.4 million refugees have resulted.

    As ETVable posted, there is a Nagorno-Karabakh conflict and yes, this has caused serious issues between Azerbaijan and Armenia. There are even rumours that Azeri's were arrested and questioned by the police for voting for Armenia in the Eurovision Song Contest 2009.
    However, the Azeri broadcaster Ictimai has stated that Armenia is welcome to the contest, despite the law that no Armenians can enter Azeri territory.
    As Nicat said, there was a report on an Armenian withdrawal, yes. I read this article with help of Mrvirgo, also a member of this site and the case is clear:
    The statement came from an Azeri website, where a certain person said, in an interview that he had heard rumours on a withdrawal.
    That doesn't seem like a reliable source to me, it's best to just wait for official messages by the Armenian broadcaster, I think.

    Yes, there has been a conflict between Azerbaijan and Armenia over a territory known as Nagorno-Karabakh, as ETVable and NickEmpel mention. This event even jumped to the Eurovision scene in 2009:

    During the Semi-Finals in Moscow, you can see there's a monument during Armenia's postcard (check at 1:29) called "We Are Our Mountains", which is located inside the disputed region. As the postcard represented some of the country's national monuments, Armenia's postcard represented that the monument was indeed from Armenia; so Azerbaijan complained about this and the postcard was edited and the monument was changed to another monument for the postcard's presentation in the Final (check at 0:19). But that's not it: during Sirusho's presentation of the Armenian votes in the Final, the monument was displayed again in her background and on the board she holds in her hands (you can even see and hear she sighs just before she raises her board to read the points... kind of in disagreement, like "I was forced to do this").

    After this, as NickEmpel mentions, came the rumors that some people in Azerbaijan were arrested for voting for Armenia (I read somewhere else that it was revealed there were 43 calls voting for Armenia, and the EBU couldn't do much against it). So that's what I know about that conflict in the Eurovision arena.

    What Armenia may look to do is find an Armenian artist that does not have Armenian citizenship.
    You may have heard rumors each year about the band system of a down entering the contest to represent Armenia - This year it seems that it will be more likely than ever due to the circumstances.

    It says the broadcasting board is trying to hold talks with the band, so this is a possibility.
